Maggie Sklar advises clients on a wide array of regulatory, policy, compliance, or enforcement matters concerning derivatives, securities, blockchain, cryptocurrency and digital assets, and ESG.  Ms. Sklar has over 15 years of legal and policy experience advising on financial institutions and markets, as well as years of government experience working with U.S. financial regulators and international financial regulators.    

Ms. Sklar most recently served as Senior Policy Advisor and the Director of International Engagement in the Financial Markets Group at the Federal Reserve Bank of Chicago.  Before joining the Federal Reserve, she worked at the U.S. Commodity Futures Trading Commission (CFTC), where she served in various senior roles, including as a Senior Counsel to the Chairman, a Senior Counsel to the Commissioner, Associate Director in the Office of International Affairs, and the Senior Counsel to LabCFTC.  Her first position within the CFTC was as an attorney in the Division of Market Oversight.

In these roles at the CFTC, Ms. Sklar advised on legal and policy matters, and enforcement actions relating to designated contract markets and derivatives clearing organizations, swap execution facilities, fintech and cryptocurrency, and concerning the implementation of or compliance with a wide range of Dodd-Frank Act rules.  She served as a deputy to the Financial Stability Oversight Council (FSOC), and represented the CFTC in various international fora, including at the International Organization of Securities Commissions (IOSCO).  She also later served as a member of the CFTC’s Global Markets Advisory Committee (GMAC).  

Prior to her government service, Ms. Sklar worked for several years as a litigator for global law firms in Washington, D.C.  She represented bank, hedge fund, financial services, and energy companies or executives in complex civil litigation, government litigation, and at federal trials and in federal appellate court cases, as well as in internal and government investigations and enforcement proceedings.  

Ms. Sklar has published policy papers on clearinghouses as well as on securities market structure and spoken at a number of conferences on derivatives law and policy issues, market structure, clearinghouses, blockchain, cryptocurrency, or diversity in financial services. She is a cum laude graduate of Georgetown University Law Center and a cum laude graduate of Georgetown University.

Ms. Sklar is licensed to practice law in the District of Columbia.  Her Illinois bar application is pending, and she will practice in Illinois under the supervision of an Illinois licensed attorney.
